Group Members may be permitted to run Reports that include all Group Members, some, or no one in the Group, it's the Group Admin's call.

But first, the Group Admin person needs to grant access to Group Members before they can access Reports.  That is accomplished by adding Group Members to a Member Subgroup and designating that Member Subgroup as enabling Report access.
